{"id":1909,"date":"2005-06-27T22:00:00","date_gmt":"2005-06-27T22:00:00","guid":{"rendered":"http:\/\/globetrotters.co.uk\/newsletter\/2005\/06\/27\/where-in-the-world-diego-garcia\/"},"modified":"2023-12-10T11:36:32","modified_gmt":"2023-12-10T11:36:32","slug":"where-in-the-world-diego-garcia","status":"publish","type":"post","link":"https:\/\/globetrotters.co.uk\/newsletter\/where-in-the-world-diego-garcia.html","title":{"rendered":"Where in the World: Diego Garcia"},"content":{"rendered":"<p> In the first of a number of Where in the World<br \/>\nprofiles, we look at Diego Garcia, a tiny island in The Indian Ocean,<br \/>\nwith coral beaches, turquoise waters and a vast lagoon in the centre.<br \/>\nIt is 1,600 kilometres from land in any direction, which seems to be<br \/>\nthe main attraction for the people who are allowed to go there. If you<br \/>\nwere ever thinking of visiting Diego Garcia, unless you are in the US<br \/>\nor UK military, it might be wise to think again. But where is it, and<br \/>\nwhy is it so controversial? <\/p>\n<p> <img decoding=\"async\" src=\"https:\/\/globetrotters.co.uk\/newsletter\/wp-content\/uploads\/sites\/2\/pictures\/june-2005-m410d55d7.jpg\" alt=\"world map\" class=\"pic\" align=\"left\" \/>The<br \/>\n <a href=\"https:\/\/www.infoplease.com\/countries\/portugal\">Portuguese<\/a><br \/>\nput Diego Garcia on the map in the 1500s. The island&#8217;s name is believed<br \/>\nto have come from either the ship&#8217;s captain or the navigator. Diego<br \/>\nGarcia was covered in plantations (copra, coconut, etc) in the 1800s.<br \/>\nBetween 1814 and 1965 it was a dependency of <a href=\"https:\/\/www.infoplease.com\/countries\/mauritius\">Mauritius<\/a>.<br \/>\nIt then became part of the Chagos Archipelago, which belonged to the<br \/>\nnewly created <a href=\"https:\/\/www.infoplease.com\/countries\/british-indian-ocean-territory\">British<br \/>\nIndian Ocean Territory<\/a>. The island remains a British<br \/>\ndependency today but is leased to the US by the British. In 1970. <\/p>\n<p> Once Diego Garcia had a small native population, known<br \/>\nas the Ilois, or the Chagossians, many of whom were agricultural<br \/>\nworkers or fishermen. They were, however, forced to relocate<br \/>\n(1967&ndash;1973) so that the island could be turned into a<br \/>\nmilitary base, much to strong protestations of other Indian Ocean<br \/>\nislands, who objected to the island being used as a base for cruise<br \/>\nmissiles. Most of the Ilois now live in reduced circumstances in<br \/>\nMauritius&#8217;s shanty towns, more than 1,000 miles from their home. A<br \/>\nsmaller number were deported to the Seychelles. In 2000, a British<br \/>\ncourt ruled that the order to evacuate Diego Garcia&#8217;s inhabitants was<br \/>\ninvalid, but the court also upheld the island&#8217;s military status, which<br \/>\npermits only personnel authorized by the military to inhabit the<br \/>\nisland. The Ilois sued the British government for compensation and the<br \/>\nright to repatriation, but in Oct. 2003 a British judge ruled that<br \/>\nalthough the Ilois had been treated &ldquo;shamefully&rdquo; by<br \/>\nthe government, their claims were unfounded. Not much help, really. In<br \/>\n2004 the British government issued an &ldquo;Order of<br \/>\nCouncil&rdquo; prohibiting islanders from ever returning to Diego<br \/>\nGarcia. <\/p>\n<p> A somewhat biased 2004 documentary by Australian<br \/>\njournalist John Pilger called Stealing a Nation publicised the plight<br \/>\nof the islanders. According to Mr <a href=\"https:\/\/en.wikipedia.org\/wiki\/John_Pilger\">Pilger<\/a>,<br \/>\nthe islanders were tricked and intimidated into leaving until<br \/>\n&ldquo;the remaining population was loaded on to ships, allowed to<br \/>\ntake only one suitcase. They left behind their homes and furniture, and<br \/>\ntheir lives. On one journey in rough seas, the copra company&#8217;s horses<br \/>\noccupied the deck, while women and children were forced to sleep on a<br \/>\ncargo of bird fertilizer. Arriving in the Seychelles, they were marched<br \/>\nup the hill to a prison where they were held until they were<br \/>\ntransported to Mauritius. There, they were dumped on the<br \/>\ndocks.&rdquo; Some of the Ilois are making return plans to turn<br \/>\nDiego Garcia into a sugarcane and fishing enterprise as soon as the<br \/>\ndefense agreement expires (some see this as early as 2016). A few dozen<br \/>\nother Ilois are still fighting to be housed in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_Kingdom\">UK<\/a>.\n <\/p>\n<p> Now, Diego Garcia is home to a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Military_base\">military<br \/>\nbase<\/a> jointly operated by the <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_States\">United<br \/>\nStates<\/a> and the <a href=\"https:\/\/en.wikipedia.org\/wiki\/United_Kingdom\">United<br \/>\nKingdom<\/a>, although in practice it is said to be largely run as<br \/>\na US base, with only a small number of British forces and military<br \/>\npolice. No other economic activity is now allowed. The base serves as a<br \/>\nnaval refueling and support station. It is also equipped with <a href=\"https:\/\/en.wikipedia.org\/wiki\/Airport\">airfields<\/a><br \/>\nthat have been used on missions to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Iraq\">Iraq<\/a><br \/>\nduring the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Gulf_War\">1990<br \/>\nGulf War<\/a>, and to <a href=\"https:\/\/en.wikipedia.org\/wiki\/Afghanistan\">Afghanistan<\/a><br \/>\nin the <a href=\"https:\/\/en.wikipedia.org\/wiki\/2001_U.S._Attack_on_Afghanistan\"><br \/>\n2001 U.S. Attack on Afghanistan<\/a>. <\/p>\n<p> <a name=\"Politics\"><\/a> But still<br \/>\nthere is controversy. Human rights groups claim that the military base<br \/>\nis used by the US government for the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Interrogation\">interrogation<\/a><br \/>\nof prisoners (allegedly with methods illegal in the US). The <a href=\"https:\/\/en.wikipedia.org\/wiki\/Secretary_of_State_for_Foreign_and_Commonwealth_Affairs\"><br \/>\nBritish Foreign Secretary<\/a> <a href=\"https:\/\/en.wikipedia.org\/wiki\/Jack_Straw_%28politician%29\">Jack<br \/>\nStraw<\/a> has said in the British <a href=\"https:\/\/en.wikipedia.org\/wiki\/British_parliament\">parliament<\/a><br \/>\nthat the US authorities have repeatedly assured him that no detainees<br \/>\nhave passed in transit through Diego Garcia or have disembarked there.<br \/>\nIntelligence analysts say Diego Garcia&#8217;s geographic isolation is now<br \/>\nbeing exploited for other, more sinister purposes.
